with reference to Foreign Office letter F 181/57/10 of
January 10th and the recent decision of His Majesty's
Government to remit the Boxer Indemnity unconditionally to
the Chinese Government, I am directed by 3mretary Eir
Austen Chamberlain to enclose herewith, for the concurrence
of the Secretary of Stats for the Colonies, the draft of
a telegram which he proposes to send to His Majesty's
Minister at Peking, aequinting him with the decision and
asking for his observations as to the best way of carrying
it out.

Final instructions will not be wired to Bir M.Lampson
until his observations have been received and considered.
3. Bir Austen Chamberlain would be glad if this matter
can be treated as urgent and strictly secret, especially
as the draft telegram enclosed will, if approved, be
despatched in secret sypher.

Similar letters are being addressed to the TreaBRFY
and Board of Trade.
